Welcome to the City of Naples Planning Division

The City of Naples Planning Division is part of the City of Naples Community Development Department, located at 295 Riverside Circle, just south of the Police Department. You can reach us by phone at 239-213-1050, or by fax at 239-213-1045.

The Planning Division is responsible for the City of Naples Comprehensive Plan, as well as the review process for granting zoning variances, planned developments, rezone requests and other land-use issues. Please feel free to contact us by email at any time.

Planning Documents

The Planning division is placing most of its documents online, on our Online Documents page. The documents on that page are in Adobe Acrobat format, and you will need an Acrobat reader to view them. This reader is available free from Adobe's web site.

Public Art

On November 15, 2006 the City Council Adopted an ordinance that requires developers for all new multiple-family and non-residential projects to incorporate a work of art, or to contribute toward a work of art, at a value equal to one dollar for each square foot of new construction. All projects that are subject to Design Review Board approval will also be required to comply with the new public art ordinance. Projects limited to facade improvements or interior renovations with no additional square footage will be exempt. Fifth Avenue South Overlay District

At the request of the Fifth Avenue South Action Committee the deadline for petition submittal for improvements in the Fifth Avenue South Overlay District has been moved up to 14 days prior to the meeting. Late submittals for minor improvements and special events which require limited staff review may be added to the agenda at the discretion of the Committee. Meetings are held at 2:00 pm the first Tuesday of each month in City Council Chambers. Dates and times are subject to change due to holidays and other conflicts.

Heart of Naples

D Downtown is a 118-acre zoning district within the Redevelopment Area in the heart of Naples. It includes the area from 7th Avenue North to 5th Avenue South and from 8th Street to Goodlette Road. This is the Citys first industrial area and continues to serve as a dominant commercial trades and service core with close ties to the adjacent neighborhoods of Old Naples, River Park and Lake Park.
